NOTICE TO ELECTORS OF AN ALTERNATIVE APPROVAL PROCESS
The Corporation of the Village of Lumby Wastewater Treatment Facility Upgrades Loan Authorization Bylaw No. 844, 2020.
Electors within the “Village of Lumby”, are advised of the Village of Lumby (Village) intention to adopt the Village of Lumby Wastewater Treatment Facility Upgrades Loan Authorization Bylaw No. 844, 2020.
The Village Council will have the authority to adopt Bylaw No. 844 unless at least 10% (percent) of the electors in the Village of Lumby sign and submit an Elector Response Form (ERF) opposing the adoption of the Village of Lumby Loan Authorization Bylaw No. 844, 2020 by Wednesday July 6, 2022, at 4:00 p.m. The number of Elector Responses required to prevent the Village of Lumby from proceeding, unless a vote (referendum) is held, is estimated to be 162.
If adopted, Bylaw No. 844 will authorize the Village to borrow up to $2,901,696 to be repaid over a period not to exceed 25 (twenty-five) years to provide a portion of the funding required.
$2,901,696 is Lumby’s contribution to the $10,880,000 project with $7,978,304 being funded by the Investing in Canada Infrastructure Program (ICIP) grant.
The borrowed funds would be used to construct the upgrades for the existing wastewater treatment plant (lagoon system). Improved wastewater treatment is required to bring the Village into compliance with the British Columbia Municipal Wastewater Regulation and to continue to meet the Federal Wastewater Systems Effluent Regulations.
The project funds borrowed ($2,901,696) will be repaid through accumulated reserves. The funds will be borrowed from the MFA through the Regional District of North Okanagan.
A copy of Bylaw No. 844 and a proposal summary are available at the Village office located at 1775 Glencaird Street, Lumby, B.C., during each business day between 9:00 a.m. to 4:00 p.m. or online at www.lumby.ca. Municipal Office is closed daily between noon and 1:00 pm for lunch.
ERF’s must be submitted to the Village on forms that can be obtained during regular business hours from the Village Municipal Office located at 1775 Glencaird Street, Lumby, B.C., or downloaded from www.lumby.ca. The only ERF’s that will be accepted as valid are the ones provided by the Village or an accurate copy of the form.
The only persons entitled to sign the Elector Response Forms are qualified electors within the Village of Lumby to which this Alternative Approval Process applies.
