NOTICE TO ELECTORS of an Alternative Approval Process
The Corporation of the Village of Lumby South Industrial Park and Public Works Building Loan Authorization Loan Bylaw 910, 2025
Electors within the “Village of Lumby”, are advised of the Village of Lumby (Village) intention to adopt the Village of Lumby South Industrial Park and Public Works Building Loan Authorization Bylaw No. 910, 2025.
The Village Council will have the authority to adopt Bylaw No. 910 unless at least 10% (percent) of the electors in the Village of Lumby sign and submit an Elector Response Form (ERF) opposing the adoption of the Village of Lumby Loan Authorization Bylaw No. 910, 2025 by Tuesday, December 16th, 2025, at 4:00 p.m. The number of Elector Responses required to prevent the Village of Lumby from proceeding, unless a vote (referendum) is held, is estimated to be 162. If adopted, Bylaw No. 910 will authorize the Village to borrow up to $2,215,453 million to be repaid over a period not to exceed 25 (twenty-five) years to provide a portion of the funding required. If approved, the loan will be transferred to temporary borrowing, with a repayment term of five years. The borrowed funds would be used to support two projects, the development of the south industrial park and the completion of the new public works building.
The south industrial park project involves developing a roadway, as well as water and sewer service to create a new industrial park and expand the industrial tax base in the community. This project has a total cost of $3,072,205, with anticipated borrowing of $1,279,072. The remainder of the project will be funded through Community Forest revenues and reserves.
The new public works shop will provide a functional space to house essential operations of the Village, while freeing the current public works shop for a higher, better use as it is nearing the end of its functional life. Anticipated borrowing for the completion of the public works building is $936,381 of the total project cost of $2,280,739. The remaining cost of the project is funded through grants, reserves and Community Forest revenues.
All potential borrowing will be repaid using proceeds of sale of the newly developed industrial lots. There will be no impact to residents or businesses through increased taxation, and the project will increase the tax base of the Village, offsetting future taxation increases unrelated to the project.
A copy of Bylaw No. 910 and a proposal summary are available at the Village office located at 1775 Glencaird Street, Lumby, B.C., during each business day between 9:00 a.m. to 4:00 p.m. or online at www.lumby.ca. Municipal office is closed daily between noon and 1:00pm for lunch.
ERF’s must be submitted to the Village on forms that can be obtained during regular business hours from the Village Municipal Office located at 1775 Glencaird Street, Lumby, B.C., or downloaded from www.lumby.ca. The only ERF’s that will be accepted as valid are the ones provided by the Village or an accurate copy of the form.
